This project includes the creation of self-paced materials and certification methods for all the digital competences that a citizen should possess. Our educational content consists of instructional videos, additional documentation, and interactive self-assessment activities. The videos cover essential theoretical concepts and practical applications through technological tools, while the documentation delves into advanced theories and tools.

In addition, DigitALL offers versatile certification tools, including a diverse question bank for each area, level, and competence. An innovative certification platform will be developed to facilitate the semi-automatic generation of exams. Our ultimate goal is to provide DigComp digital competence certification to society as a whole.

Objectives

The DigitALL project aims to promote digital competences, which are essential in today's society. Through this project, we develop materials and tools for training and certification within the DigComp framework.

The development of digital competences among citizens, particularly in the university community, should be one of the main objectives of our society in the coming years. The European Union has been working on a common framework that describes and develops these competences. This framework is known as DigComp and is the European framework for digital competences for citizens.

The main objective of this project is twofold. On the one hand, we aim to create high-quality self-paced materials that allow the acquisition of different levels of digital competences in DigComp, particularly its 21 competences and 6 levels (A1-C2); and on the other hand, to develop mechanisms and tools that enable certification at those levels of competence.

Each of these activities has been carefully crafted to ensure an effective and enjoyable learning experience. This three-dimensional approach ensures comprehensive and detailed coverage of each competence, facilitating comprehensive and tailored learning for each user.

These materials consist of 756 high-quality educational videos, each with an average duration of 6 minutes, providing clear explanations and relevant practical examples. In addition, we have an extensive library of supplementary documentation, totaling over 1,200 pages, offering both theoretical and practical depth for each competence. The materials are complemented by 378 interactive self-assessment activities designed to reinforce learning and allow users to assess their understanding and progress.

Certification

The certification process in DigitALL aims to be a combination of rigor and accessibility, designed to comprehensively assess digital competences. With a total of 10,800 questions, the assessment system is designed to cover all competences and levels of the DigComp framework (from A1 to C2).

For each competence and level, approximately 85 questions are proposed to be generated, making a total of 1,800 questions per level and a total of 10,800 questions. Of the total questions, it is proposed that they should be of the following types:

  • 20% of questions will be multiple-choice, where the user can choose from several options, either in text or image format. Each question will have four options, and there may be one or more correct options.
  • 15% of questions will be true or false, in which four statements will be presented, and the user must determine if they are true or false.
  • Another 15% of questions will be classification, where the user must categorize simple concepts. Each question should contain at least 4 concepts to classify.
  • Finally, 50% of questions will be practical in nature, where the user must perform an action on the virtual classroom environment associated with the certification to be obtained.
In addition to the percentage of questions of each type, not all competences will have the same percentage of questions. Each competence has a weight percentage on the total, indicating the number of questions to be generated for each competence and level. This variety ensures that not only theoretical knowledge is evaluated but also practical skills, which are crucial in today's digital world.

Key Milestones

  1. Development of Self-Paced Material: Production of educational materials for the first 6 levels of DigComp (A1 to C2), including high-quality videos and comprehensive theory and practice documentation, along with interactive activities to reinforce learning. Expected to be completed by March 2024.
  2. Question Bank for Evaluation: Creation of an extensive set of questions to assess and certify DigComp competences, combining multiple-choice and practical questions. Expected to be completed by July 2024.
  3. Certification Platform: Development of an advanced platform for automatic and remote assessment and certification tests, with completion projected for 2024.
  4. Materials in Co-official Languages: Translation of educational materials into Catalan, Basque, and Galician, highlighting the commitment to inclusion and accessibility. This effort emphasizes the linguistic diversity of Spain and promotes inclusive learning. Availability in these languages is expected by July 2024.

Work Organization

The organization of work in the DigitALL project has been structured to ensure efficient and collaborative execution. Responsibilities have been distributed among participating universities, each contributing their expertise and resources in specific areas. A general coordination has been established, complemented by coordination levels for areas and DigComp levels. This structure allows for smooth and efficient collaboration, ensuring that every aspect of the project, from content creation to the implementation of the certification platform, is developed optimally and coherently.

Total Cost

The total funding for the DigitALL project is €1,664,886. This sum covers all aspects of the project, including the production of educational material and the development of the certification platform.

Participating Universities

22 Spanish universities, including the University of Castilla-La Mancha as the coordinator, are collaborating on this ambitious project.

Question Bank

A total of 10,800 evaluation questions will be generated, covering all levels and competences of the DigComp framework. Of these, 5,400 will be performance-based, 2,160 multiple-choice, 1,620 true or false, and another 1,620 classification questions. Each of the six levels will have about 1,800 questions.
